The purpose of this NOFO is to promote the development of improved clinical diagnostics or the development of alternative clinical diagnostics that address health disparities created by clinical laboratory assays and/or point-of-care devices that fail to incorporate diverse patient groups.
Each option year, the vendor will receive 100 human serum samples from WRAIR, perform metabolomics assays on samples and provide WRAIR the deliverable assay data sets via DoDSAFE. The laboratory analysis for metabolomics and lipidomics profiles is projected to be conducted off-site, at the vendor’s laboratory. No geographical or location limitations are expected to influence the services provided by the vendor.
This Contractor will perform non-waived (moderate and high complexity) patient laboratory testing and will provide interpretation and consultation on the laboratory results. Contractor will serve as a technical expert on laboratory assays for clinicians and RCLA laboratory staff.
The laboratory assays shall include, but may not be limited to the following: pH, pO2, pCO2, hemoglobin, oxyhemoglobin, carboxyhemoglobin, methemoglobin, and ionized calcium performed on arterial, venous, or mixed venous whole blood specimens. This product is used for the laboratory assays that have been validated for norovirus and cannot be replaced by other kits. Qiagen is the only vendor that can produce this requirement for Centers for Disease Control & Prevention (CDC). This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-l(b) (SAP) and 10 U.S.C. 2304(c)(l).
