The purpose of this agreement is to conduct a retrospective study to evaluate whether greenhouse gas (GHG) emissions leakage occurred in the electricity sector covered by the California Cap-and-Trade Program (Program), outside of the Western Energy Imbalance Market (EIM), from inception through 2021 and if so, estimate the magnitude and extent of any emission leakage.

The leakage from the scroll case flows over and under the terrazzo floor and onto the inside and outside of the generator pit liner. In addition to the safety concern created by this water flowing around electrical equipment, the leakage is causing significant corrosion of electrical conduits, panel boxes, mechanical equipment, and paint systems in and around the floor and pit liner.
