Counsel shall be retained on an hourly fee basis with costs and other compensation paid to counsel upon receipt of a detailed invoice for services. The law firm must as a matter of course, possess resources sufficient to advance all costs, including the costs of any experts needed to perform or assist in the performance of the work contemplated by this Request for Proposals.
