Government foreign assistance for the full range of PBS projects under the mandate to greatly expand these programs over the next several years. The PBSC will convene, consult, and collaborate with Haitian entities, INL police advisors and subject matter experts, USAID, community and local government leaders, and international donors, as appropriate.
Firms (hereinafter referred to as “Proposer”) must have and demonstrate their experience and expertise in providing services of a similar nature and or subject matter to other clients (experience with California local governments is desirable). The County will award one (1) agreement with the top-ranked Proposer resulting from this competitive process to perform the services as described herein.
This framework is comprised of twenty-three measurement constructs (e.g. related to situation awareness, resource management and mobilization, incident action and implementation planning) and is based on findings in the scientific literature, best practices in the field, and input from emergency/incident management subject matter experts from state/local/federal government agencies and academia.
Key personnel should include: • Project Manager • Senior Solution Architect • Domain Experts, which may include a Local Government Community Development Subject Matter Expert Vendors should propose a project team and provide an organizational chart. The Vendor will provide resumes for key personnel and additional support personnel as part of the appendices.
