BackgroundVTA was awarded a Caltrans Highway Safety Improvement Program (“HSIP”) grant to prepare a CLRSP. Federal regulations require each State have a Strategic Highway Safety Plan (“SHSP”). While the SHSP is used as a statewide approach for improving roadway safety, a Local Road Safety Plan (“LRSP”) is a means by which local agencies can address roadway safety needs within their jurisdictions while contributing to the success of the SHSP.
