UARCs enable DoD to establish and maintain long-term strategic relations with selected universities, to conduct essential research, development, and scientific and engineering expertise in core competency areas important to DoD. UMD-ARLIS is the only UARC that has the ability to look at Data-Driven Capability Portfolio Management to address systems, capabilities, and missions portfolio needs.
FMTAC’s intention is to contract with a Portfolio Manager who will (1) advise FMTAC on the best portfolio structure to meet the goals of its insurance program funds; (2) advise FMTAC on the proper performance measurements to achieve the goals of the program; and (3) manage the portfolio to meet the investment goals. The Portfolio Manager has a fiduciary responsibility in managing FMTAC’s assets.
