The City of Encinitas (the City) is seeking proposals from qualified consultants interested in providing the City with as-needed video production services to support city staff on a project by project basis with the goal of fostering an informed and engaged community.

Through this RFP, the City is seeking to retain the software and services of an established vendor to provide a CRM software system that provides citizen contact management, the ability to process service requests through multiple channels, provides a knowledge base to citizens and support customer service staff, integrates with other City tools, and provides robust reporting on service levels and Key Performance Indicators (KPIs).

The on-call services provided pursuant to this Agreement will augment the services of Valley Water staff and provide additional technical support services for Watershed Capital projects as needed. B. The objective of this On-Call Services agreement is to provide technical support in engaging with outside agencies and in reviewing and preparing a variety of technical information and reports. C.

This project will encompass the following key services: application development and support, application managed services, staff augmentation and recruitment, consulting, assessing, advising, research subscription and project management. The City intends to enter into one or more contracts for an initial term of five (5) years with two (2) one-year options to renew annually for a total potential term of seven (7) years.

The commercial services are grouped into the following overarching labor categories: G1 Personnel, G2 Security, G3/G5/G7 Operations/Communications/Lean Six Sigma, G4 Logistics/Property Book/Administrative, G8 Business Operations/Budget/Financial Management/Acquisition Management/Audit/Accounting, Talent Management, Executive Assistant support, and program management.
