DLA Strategic Materials is seeking information regarding various grades of, material content within, and testing verification for Electrolytic Manganese Metal (EMM).  The objective is to adjust the Statement of Work for better integration of the standard industry packaging methods and the DLA Strategic Materials storage requirements. DLA Strategic Materials may issue a new request for proposal (RFP) without limitations or security requirements. 

DLA Strategic Materials intends to purchase 3,000 metric tons (MT) of Electrolytic Manganese Metal (EMM) flakes with a manganese (Mn) purity of at least 99.5% by weight. The Contractor shall deliver no more than 300 MT in one month to the Government until the Contractor delivers a total 3,000 MT of EMM to the Government within the period of performance.

If DLA wants to use ASTM E248 to test the Mn content,it’s really hard to make Mn content 99.7%.Even MMC, the manufacturer of electrolytic manganese flakes with the highest purity in the world, does not guarantee that the Mn content of standard electrolytic manganese metal flakes is 99.7% Mn metallic.

The Defense Logistics Agency (DLA) Strategic Materials Contracting Directorate, in support of the Department of Defense (DoD) personnel, is seeking information on industry standards for Electrolytic Manganese Metal (EMM). Defense Logistics Agency Strategic Materials (DLASM) intends to purchase 3,000 metric tons (MT) of EMM flakes with a manganese (Mn) content of at least 99.70% by weight of total substances.
