Prescott Marine Mammal Rescue Assistance Grant Program is administered by NOAA to provide Federal assistance to eligible members of the National Marine Mammal Stranding Network and collaborators to provide for: (A) the recovery, care, or treatment of sick, injured, or entangled marine mammals; (B) responses to marine mammal stranding events that require emergency assistance; (C) the collection of data and samples from living or dead stranded marine
Colegrove and the ZPP CVM UI is uniquely qualified to provide the services required by NOAA for the Deepwater Horizon funded Louisiana Marine Mammal Stranding Network Enhancement Project, as they are the only laboratory in the country that has the primers to look for marine Brucella by PCR testing, a key analysis and tier one rule out for all cetacean mortality investigations and NRDA cases in Louisiana.
If this contract could not be awarded to the WHC then several emergency response and oil spill preparation activities that NOAA’s Marine Mammal Health and Stranding Response Program (MMHSRP) is preparing to support and train the marine mammal stranding network would be impacted.

The National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Alaska Region Protected Resources Division (PRD) has a need for veterinary services in support of the Alaska Marine Mammal Stranding Response Network. The Government anticipates awarding a hybrid Firm-Fixed-Price (FFP) and Time-and Materials (T&M) purchase order as a result of this Request for Quotation (RFQ).
No other organization has this understanding of disaster and oiled marine mammal response, particularly when working with the MMHSRP and the marine mammal stranding network. The OWCN has a 10-person staff with multiple veterinarians, animal recovery and care specialists that provide a depth of relevant experience for the work being sought with regards to disaster and oil spill preparedness.
