NO SOLICITATION IS CURRENTLY AVAILABLE.The U.S. Army Corps of Engineers, Omaha District is conducting market research to identify sources (Small Businesses and Other-than-Small Businesses) that have the knowledge, skills and capability to perform the work concerning the potential project described below.

Please note that this RFI is posted for purposes of market research to determine whether a Justification and Approval (J&A) for capacity increase will be executed for the below-specified MATOCs.

Based on the market research and approved justification and approval memorandum, E3 Diagnostics, Inc is the only source that can meet the Government’s minimum requirements.This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement.

A determination by the Government not to compete this proposed contract is based upon market research and industry engagement. The approved Justification and Approval (J&A) for Other Than Full and Open Competition is attached to this notice.The applicable NAICS code for this acquisition is 325413 (In-Vitro Diagnostic Substance Manufacturing) and the size standard is 1250 employees.
