A Request for Proposal (RFP) for the Overseas Military Banking Program was issued on March 30, 2022 and closed on November 22, 2022. The RFP resulted in a contract award on September 22, 2023. The Government (DFAS) is seeking information from those financial institutions that participated in questions and answers and engaged in the Pre-Award stages but did not ultimately submit a proposal.
PURPOSE: The Department of Defense (DoD) has a requirement to provide banking services to DoD overseas military installations.
DFAS is reviewing the current DoD OMBP business model for delivery of commercial banking products and services. The current business model has existed in similar form for more than 30 years. The Government is receptive to adopting a business model that may more reflect the current climate of the U.S. banking industry.
This is for the FY 18-19 Overseas Military Banking Program. This program provides commerical banking products and services to authorized individuals stationed overseas at designated DoD overseas Military Banking Facilities and through a network of ATMs.
The Operations Management Division is responsible for the Payment Integrity Information Act of 2019 (PIIA) Program, Barring Act Waiver (BAW) Program, Contract Debt Deferment (CDD) Program, Military Banking Program, Travel and various Card Programs, including conducting any necessary testing, providing recommendations, and managing program policies.
The contractor shall support FMO 1.3 within the Improper Payments Program (IPP), the Contract Debt Deferment (CDD) Program, the Barring Act Waivers (BAW) Program, and the Military BANKING (MB) Program by performing various task including but not limited to: • Conduct analysis of IPP regarding the Defense Travel Program (DTS and WinIATS) • Sustain and maintain Defense Travel Program Dash Board. • Conduct WinIATS Defense Travel Program analysis
