Project Title: Mobile Target TrainingReference Number: FA487720QA2611. The 355th Contracting Squadron, Davis-Monthan Air Force Base, hereby submits an intent to sole source notice. The Government intends to award a firm-fixed-priced contract to Pratt Miller Engineering for "Mobile Target Training."
Mobile targets shall be unmanned, remotely controlled from a minimum distance of 1 nautical mile, and able to navigate unimproved dirt roads. Targets should utilize long-range wireless networking systems to transmit scoring data, telemetry, and full-motion video in real time. Mobile targets must support carriage of expendable three-dimensional (3-D) targets. Please also refer to the PWS, clauses and provisions, and Combo/solicitation document.
No reimbursements will be made for any costs associated with providing information in response to the Sources Sought or any follow-up information requests.The United States Air Force, Davis-Monthan Air Force Base (DMAFB) has been tasked to identify potential sources, market capabilities, and market conditions for the acquisition of Tracked Mobile Target Support in accordance with the attached Performance Work Statement.
This task order was not awarded competitively. IAW FAR 8.405-6(a)(1)(i)(B) - "Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized." Market research conducted IAW FAR Part 10 shows that the incumbent, ASRC Federal Data Solutions, is the most qualified and capable source that can meet the immediate needs of the requiring activity.

The MST is a mobile ship sized target utilized for weapon system test and evaluation events on the Mugu Sea Range. This contract will be to design, construct, test, outfit, and configuration manage, and program manage the MST.
