The City of Portland is seeking proposals from individuals, firms, teams or consultants with demonstrated experience in stormwater regulatory compliance, stormwater management for both underground injection control and municipal separate storm sewer system with federal and state regulations associated with National Pollutant Discharge Elimination System stormwater, surface water, and groundwater protection including WPCF UIC permitting; NPDES MS4
The credits will assist the County in reaching nutrient reductions required by its Municipal Separate Storm Sewer System (MS4) Permit Chesapeake Bay Total Maximum Daily Load (TMDL) Action Plan. The credits are required to be located within the MS4 locality or within the locality’s Chesapeake Bay Tributary (Potomac), and must be applicable to Loudoun County in accordance with § 62.1-44.19:21 of the Code of Virginia.
The City currently has a Municipal Separate Storm Sewer Systems (MS4) Permit and a Stormwater Quality Management Plan (SQMP) that was last updated in 2018. The City would like to update its existing SQMP to include the new development and redevelopment since 2018 to incorporate the progress towards TMDL compliance caused by the new and redevelopment.
