This Sole Source Determination is based on the need for Navigation Database update services for the P-3 Aircraft Flight Management system.The anticipated period of performance is for a 12-month period. The North American Industry Classification System (NAICS) code for this acquisition is 334511. The Government intends to solicit and negotiate directly with CMC Electronics. No solicitation package will be publicly issued.
The requested databases are essential for pilot situational awareness, navigation, terrain and obstacle avoidance all contributing to safety of flight. The requested databases are for permanently installed aircraft avionics equipment. Garmin International is the only vendor providing navigation databases for Garmin avionics equipment and must be purchased directly from Garmin International.This is not a solicitation for competitive proposal.

The Government requires Navigation Database software subscriptions for 54 aircraft in Fiscal year 21 (FY21) with extending option years thereafter for 59 aircraft in FY 22, 63 aircraft in FY 23, 68 aircraft in FY 24, and 74 aircraft in FY 25.
