BACKGROUND The Northwest Ottawa Water System’s (NOWS) filtration plant is the wholesale water supply for the greater Tri-Cities area. Wholesale pumpage accounting is accomplished monthly by deducting wholesale units' pumpage from the NOWS filtration plant master meters total. The NOWS filtration plant can use one of two transmission master meters to accomplish this function.
