Components of the contract include manufacturing (cost of bags); storage; distribution; and retailer communications of the Pay As You Throw (PAYT) program. As a general guideline, the Town of Shrewsbury requests services to provide approximately 300,000 Small and 400,000 large garbage bags per year, to twenty-four (24) retailers. Please see Exhibit B for a list of Retailer addresses.
Priorities for the Town are to continue providing curbside collection options for its residents, to continue a pay-as-you-throw program, and to continue to provide some level of curbside services for MSW, recycling and bulky waste program.

Contractor may propose use of semi or fully automated side load pickup, however, the Contractor must propose a system to ensure use of bags or stickers or sized containers to allow continuation of pay-as- you-throw program. The Town is willing to convert from a pay-as-you-throw sticker-based system, to an automated sideload pickup system, however Contractor shall propose terms that allow the pay-as-you- throw concept to continue.
