The Pipeline and Hazardous Materials Safety Administration’s (PHMSA) regulations reference industry standards. This practice of referencing proprietary information is called Incorporated by Reference (IBR). This procurement is aimed at providing PHMSA and NAPSR (National Association of Pipeline Safety Representatives) inspectors with access to IBR standards.
PHMSA¿s 2024 CAAP focused on research and development (R&D) that advances equity by encouraging the participation of Minority Serving Institutions (MSIs) and by integrating equity concerns in its research topics (i.e., mitigating climate change through the safe transportation of hydrogen while limiting the risk posed to socially vulnerable communities from aging cast iron pipelines).
Accordingly, PHMSA is working to re-compete this requirement. However, the complexity of PHMSA’s National Pipeline Mapping System(NPMS), and associated contract, requires additional time for the re-competition process to be completed. In the meantime, exercising option year 5 and increasing the ceiling by $4mil. is necessary to ‘bridge the gap’ between the end of the current contract and the beginning of the next re-competed contract.
