This solicitation is for the upgrade of Air Traffic Control radios at the Sheppard AFB Command Post and the 80th Operations Support Squadron. The Sheppard Air Force Base, 80th Operations Support Squadron Weather Flight provides Pilot to Metro Service (PMSV) to aircrews either airborne or on the ground. It allows weather technicians to relay information.

The FAA has the need for Simulation pilots for controller-in-the-loop real time Air Traffic Control (ATC) simulation operations at the Federal Aviation Administration (FAA) William J. Hughes Technical Center (WJHTC) The total period of performance will not exceed (5) five years from date of award. This effort is a Total Small Business Set-Aside.

ADS-C provides periodic aircraft position updates – set by Air Traffic Control (ATC) to support procedural separation (e.g., once every three or 10 minutes) – while pilot position reports occur approximately every hour.

BACKGROUND In United States (U.S.) oceanic airspace, Future Air Navigation System (FANS)-1/A equipped aircraft provide position reports using Automatic Dependent Surveillance-Contract (ADS-C). Pilots of aircraft without FANS-1/A provide position reports over High Frequency (HF) voice communications through a third-party radio operator.
