Supporting this legislation, the California Air Resources Board’s (CARB) 2022 Scoping Plan specifies that carbon removal activities such as carbon capture, utilization, and storage (CCUS) are new approaches that will need to be deployed to help achieve these GHG emissions reduction goals.

This Request for Proposal (RFP) is to solicit competitive proposals from experienced and qualified contractors to develop an extensive list of climate goals and associated metrics, research underlying data sources, and create a simple and reproducible process to collect data, prepare metric values, and generate their associated graphics.
The California ARB prepares and approves a Scoping Plan for achieving the maximum technologically feasible and cost-effective reductions in GHG emissions from sources or categories of sources of GHGs by 2020 and updates the Scoping Plan every five years. California ARB released the last Scoping Plan update in December 2022.
