Within the FSD, the Program Management Division (PMD) has a primary responsibility for the planning, budgeting, and funding of sustainment, repair and modernization projects that support the readiness of DOD fixed fuel infrastructure. The FSD asset portfolio includes over 10,000 POL assets valued at over forty-nine billion dollars. These assets include, but are not limited to, fuel storage tanks, pipelines, POL buildings, and piers.

It also includes infrastructure design for POL facility-related site utilities, refueler truck parking areas, containment areas (pavement and drainage basin design), fuel pits, fill stands, and for POL facility-related special designs including cathodic protection, fire protection, special coatings and paints, and demolition of existing POL buildings.
under this MATOC primarily includes, but is not limited to: replacement of aging fuel infrastructure and/or components, repair of storage tanks and containment areas, POL system upgrades and maintenance (modernization), facility demolition, construction of fuels support facilities, regulatory compliance, and design to support the construction work projects.
draft P&S is for the construction (design-bid-build) of hardened shelters over and around a new Navy-Commercial Tie-In facility, which is one component in the Navy’s Petroleum Oil Lubricant (POL) infrastructure in Guam.
