The National Oceanic and Atmospheric Administration (NOAA) is seeking potential vendors for a requirement to continue on-going sustainment support for the Suomi National Polar-orbiting Partnership (SNPP) and NOAA-20 satellites, both of which serve as a NOAA Operational asset.
This is a notice of proposed contract action in accordance with FAR 5.201. The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Satellite and Information Acquisition Division (SIAD) intends to award a sole source contract to Ball Aerospace and Technology Corporation (BATC). The system currently holds data from the Polar Orbiting Environmental Satellite (POES), Geostationary Satellite Orbiting Environmental Satellite System (GOES), Geostationary Operational Environmental Satellite Series-R (GOES-R), Defense Meteorological Satellite Program, JASON satellite system, Suomi National Polar-orbiting Partnership satellite, Joint Polar Satellite System (JPSS), etc.

The vendor must have access to data provided from the Suomi National Polar-Orbiting Partnership (Suomi NPP) spacecraft in able to provide the following outputs: data provided in tabular csv and kmz format, daily files produced based on Coordinated Universal Time (UTC), and access to password protected directories containing the nightly VIIRS Boat Detection data.
The FCDAS characteristics of having a high northern latitude and semi-remote location all combine to set Fairbanks aside as the premier data acquisition site for polar spacecraft missions. The Station also collaborates with other U.S Government and international agencies to provide routine, contingency, and emergency support for polar-orbiting spacecraft as well as a small number of non-polar-orbiting satellites.
