The objectives require that the contractor provide a comprehensive suite of IT services and solutions to support the development of a scalable PSHB system using software development in a variety of environments and infrastructures. To meet PSRA statutory requirements, the contractor will work with OPM to develop and deliver a Postal Service Health Benefits System (herein referred to as PSHBS, or “the system”).

This contract provides health insurance benefits to United States Postal Service non-career employees. This health benefit plan is self-funded, operates apart from the Federal Employees Health Benefits (FEHB) Program, and is in place to meet the requirements of the Patient Protection and Affordable Care Act of 2010 (PL 111-148).
