Responding consultant teams shall be capable of demonstrating excellence in public engagement, NEPA-level environmental assessments, civil engineering, and sustainable, cost-effective design and project delivery. It is the intent of CRPD that this project design will be developed as a two stage contract. Stage One of the contract will complete preliminary engineering, environmental studies, and community outreach.
Preliminary engineering and environmental evaluation activities began in summer 2021 and will continue through 2025. The project is being developed in phases:Phase 1: Replace 10 culverts in critical condition that pose the highest risk to highway infrastructure if they fail.
Work may include Caltrans Preliminary Environmental Study (PES), technical environmental studies, obtaining CEQA clearance, obtaining NEPA clearance, obtaining permits from resource agencies and construction support for projects associated with the existing County road system. The purpose of this Request for Qualifications (RFQ) is to establish a Qualified List of firms to provide services on an as-needed basis.
