The Urban Redevelopment Authority of Pittsburgh’s (URA) Housing Opportunity Fund (HOF) Department requests proposals from developers for the creation and/or preservation of affordable housing units, known as the Rental Gap Program (HOF RGP). Scope of Services The primary objectives of the HOME Program are: (1) to expand the supply of decent affordable housing for very low and low-income persons and families, (2) expand the capacity of non-profit providers of lower income housing, (3) strengthen the ability of state and local governments to provide housing, and (4) encourage and leverage private sector participation in the development of affordable housing.
