The Counselor, based upon their unique training and professional expertise, and in coordination with the center Corpsmember Development Staff, provides counseling services as a component of a comprehensive Corpsmember development program which includes; programs in work learn, literacy, career development, conservation awareness, community activism and basic education. The On-Site Counseling program began in May of 1990.

The requirement is in consistent with the Tracking Network that is part of CDC's National Environmental Public Health Tracking Program. The Tracking Program includes not only the Tracking Network but the people, resources, and program management involved in building this network.
