Apprenticeship Academic Training in support of Fleet Readiness Center Southeast (FRCSE). FRCSE requires the services of a regionally or nationally accredited educational institution that is recognized by the U.S. Department of Education to deliver post-secondary education programs.

This includes the VHA Flagship Program, the Human Resources Specialist Training and Accelerated Readiness (HR STAR) program that onboards 1,000 trainees per year, using a college-level platform. HRD provides training services to support closing current and previously identified competency gaps among the VA HR workforce.
