---This is a Request for Proposals for Child Advocate Services on behalf of the Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Refugee Resettlement. Child Advocates will advocate for the best interest of the UAC by creating BIDs for the most vulnerable UAC.Note: Awards can be made for some or all tasks. There are various sites nationwide requiring Child Advocate Services as intake sites are established. Individual awards will stipulate the tasks, delivery requirements, and timelines.
The Office of Refugee Resettlement (ORR) requires the services of a contractor to provide Child Advocates to make best interest recommendations for unaccompanied children (UAC). ORR requires a contractor that can implement, coordinate, and manage a national Child Advocate program at select sites where large numbers of UAC are in HHS care and custody and/or released from HHS custody.
Child Advocates will advocate for the best interest of the UAC by creating best interest determinations (BIDs) for the most vulnerable UAC.Required Capabilities: The ORR requires a contractor experienced in providing advocacy services and best interest determinations for UAC. ORR further requires a demonstrated ability to provide legal services and social work services.
In accordance with FAR 6.305(b), the purpose of this posting is provide the approved Justification for Other Than Full and Open Competition (JOFOC) for Award 140D0422C0010 Child Advocate Services executed on behalf of HHS/ACF/ORR awarded to The Young Center for Immigrant Children's Rights on February 25, 2022.
ORR’s Division of Unaccompanied Children Operations (DUCO) requires the services of a contractor to advocate for the best interest of Unaccompanied Alien Children (UAC) by creating Best Interest Determinations (BIDs) for the most vulnerable children in its care used for decisions regarding the care, placement and release of UAC. The contract as awarded on a sole source basis.
