The Department of Veterans Affairs (VA) intends to award a sole source contract to Escal Institute of Advanced Technologies, Inc., dba the SANS institute, 11200 Rockville Pike STE 200, North Bethesda MD 20852 for virtual on-demand Cybersecurity training courses, pre-testing, and certifications.

Description of Need: The Department of Veterans Affairs (VA) intends to award a sole source purchase order to The Escal Institute of Advanced Technologies doing business as SANS Institute, LLC, 11200 Rockville Pike Suite 200, North Bethesda, MD 20852 for the procurement of virtual on-demand training courses, pre-testing, and certification exam vouchers offered by the SANS Institute for a period of four (4) months.

The SANS Institute has exclusive rights for offering Information Security SANS training and GIAC certification that offer sole source products, manufactured, sold, and distributed by Escal Institute of Advanced Technologies, Inc. No other company makes a similar or competing product.

The period of performance will take place across multiple training sessions throughout the 2023-2024 fiscal year.The required Global Information Assurance Certification (GIAC) training courses are only provided by SANS Institute. The North American Industry Classification System (NAICS) code for this requirement is 611420 with the size standard of $16 million.This notice of intent is not a request for quotes.

This is being sole sourced because SANS Training and GIAC Certifications are sole source products that are only available through the SANS Institute. SANS training is known as the predominant quality training for cybersecurity professionals across multiple employment domains. All responsible sources may submit a capability statement, which shall be considered by the agency.
