The SDA Tranche 0 Space Vehicle (SV) manifest will consist of up to 30 large spacecraft of 4 different types to a 1,000 km high/polar inclination. The SDA Tranche 0 SV manifest will be divided into two planes of 15 spacecraft each, with the planes separated by approximately 20 degrees RAAN.
The goal is to proliferate this low-cost payload onto hundreds of satellites within future SDA Tranches – potentially as early as Tranche 2. Ideally, solutions will be highly informed by the Tranche 1 Transport Layer and share technical approaches and hardware where possible as size, weight, power, cost (SWAP-C), technical readiness and manufacturability will be significant constraints.

The Space Development Agency (SDA) is seeking launch services for twenty-eight (28) Satellite Vehicles (SVs) of two different types (Transport and Tracking).
For Tranche 0 (the "warfighter immersion" tranche), two (2) programs will collaborate in the tracking layer: a Wide Field of View (WFOV) program focusing on technologies necessary to populate a proliferated LEO constellation and a Medium Field of View (MFOV) program focusing on technologies necessary for additional performance.
The design, build, launch, and test of the Transport Layer Tranche 0, or the warfighter immersion tranche, will be delivered in the 4th Quarter of Government Fiscal Year (FY) 2022.The Government intends to procure the SDA Transport Layer Tranche 0 in accordance with FAR Part 15.
