The Threshold Program consists of the Power Sector Governance Project (the “Governance Project” or “PSGP”) and the Power Sector Operations Project (the “Operations Project” or “PSOP”), both of which will build upon ongoing projects and programs in the sector.

The consultant shall carry out a comprehensive social and gender assessment of the energy sector for Kosovo to inform and support threshold program development and activity design. Based on this assessment, the consultant shall recommend specific activities and design approaches to help maximize social and gender impact and to ensure equitable benefits through project design.
