The flexible explosive sheets must meet specific performance, quality assurance, and reliability requirements. In particular, the flexible sheet explosive must be of uniform thickness (form), demonstrate high workmanship (free of cracks, voids, air bubbles, holes, blisters, dire, and other impurities) which reduces the incidences of misfire or partial energetic detonation.

In general terms, the desire is for a sheet-like explosive material that breaches light gauge steel doors without perforating them. The current capability is generally associated with Explosive Sheet (Detasheet / Primasheet®[1]) which perforates these targets unless it is manipulated with inert materials and / or distance (standoff).  Responses can consist of either existing or conceptual materials.
