The United States Department of Agriculture intends to contract with LI-COR, Inc. on a sole source basis for Long Term Soil Gas Flux Chambers to support ongoing ARS research projects. The type of equipment specifically needed for this requirement cannot be changed without risk to continuity of research. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
The gas analyzer must be a single unit that accurately measure CO2, CH4, N2O and NH3 and has simultaneous and integrated monitoring of gas fluxes in both soil and air with presence and absence of animals. The analyzer must be deployable in the field and also be compatible with the Eosense eosAC-LT automated soil gas flux chambers. An entity may appeal this determination in accordance with OSU Standard 03-010.
