This is a Sources Sought Notice from the Naval Criminal Investigative Service (NCIS) for data extraction and integration services in support of the Law Enforcement Information Exchange (LInX) system. This is expected to be issued under a sole source environment direct to Caliber Public Safety Inc. as they own the proprietary data export connections needed in the performance of the requirement.

Optical Lab Software Solutions, Inc. is the original equipment manufacturer (OEM) of the system and no other entity is qualified to test the system and provide fixes/patches to vulnerabilities; therefore, Optical Lab Software Solutions, Inc. is the only source that can provide test environment patches/fixes of the OFAMS Lab system at NOSTRA.  

These products will be compliant with 90% or more of the technical requirements in the Military GPS User Equipment (MGUE) Technical Requirements Document CI-MGUE/GE-850F or a significant subset thereof.The proprietary nature of the INC 1 M-Code Cards developed by BAE puts the Government in a sole source environment for any necessary changes to it.

At that time, the sole source environment will dissolve and will be researched through additional market research.This acquisition will be solicited from a sole source under the authority of FAR 13.106-1(b)(1). Approval for sole source is in accordance with section 2304(f) of Title 10 U.S.C. THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS.
