Summary The purpose of this Request for Proposal (RFP) is to re-architect, modernize, re-implement, or completely replace the City of St. Louis’ existing geospatial (GIS) platform provided by ESRI based on new ways in which the City seeks to leverage geospatial technology. The City is seeking a seven-year contract (3 year minimum with 4 option years) to architect, design, and implement an common enterprise wide geospatial platform for use by all city government organizations, departments, divisions, etc. (entities).

Proposers may submit a proposal for the MDMS solution and supporting services to support LADWP’s participation in California Independent System Operator (CAISO) as well as provide system training and yearly software maintenance. AS THE OVERALL DATA STRATEGY IS IMPLEMENTED, ITS IMPACT TO THE CADE2 DATABASE SOLUTION AND SUPPORTING APPLICATION DEVELOPMENT ACTIVITIES MUST BE ASSESSED. THE DEVELOPMENT ORGANIZATIONS RESPONSIBLE FOR IMPLEMENTATION MUST BE POSITIONED TO RESPOND SWIFTLY AND AGILELY TO THE DEMANDS OF THE DATA STRATEGY, NEW AND CHANGING BUSINESS REQUIREMENTS, AND THE CADE2 PROGRAM IMPLEMENTATION SCHEDULE.

The scope of services includes: Developing, configuring, and implementing the Solution. Supporting the State's data identification, cleansing, and validation tasks. Migrating and validating converted data into the Solution. Providing training. Supporting Organizational Change Management (OCM) efforts. Ongoing maintenance and operations of the Solution and hosting environment. Transition out activities.
