NOTICE OF SOLE SOURCE NAVSUP Norfolk Detachment Philadelphia intends to acquire twenty-four (24) Upgraded Time and Frequency Reference Measurement Systems (TFRMS). The Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901, as implemented by FAR 13.501 (a), a Sole Source Acquisition. This procurement is being conducted as a commercial item acquisition in accordance with FAR Part 12.

Market research has determined that Philadelphia Gear is the only source capable of providing the required services. Therefore, the government intends to procure these supplies/services on a sole source basis from Philadelphia Gear. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Only approved sources will be solicited, and source approval may be required. DLA Aviation Philadelphia will not delay award while source approval is pending.

All responsible sources may identify their interest and capability to respond to the requirement or submit proposals, quotations or capability statements. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
