This is a sole-source requirement to Siemens Industry Inc. as they are the historic provider PSS/E and GIC Transmission Network Modelling and Analysis Licenses for WAPA and sole proprietor of the software. The PSS/E and GIC software maintenance and support has been previously provided to WAPA by Siemens Industry Inc. through previous single source contract awards.
This is considered a sole source to Siemens because, to the best of the NETL’s knowledge, based on market research conducted Siemens is the sole source supplier of the PSS®E software and maintenance/support services and therefore, the only known source that can provide this exact standard maintenance and support.
