The technical understanding and past historical experience required to operate and maintain the proprietary Sunflower property management system software is essential to being capable of performing the work described herein to perform computer systems operations for inventory management; while maintaining and updating NHTSA’s Sunflower based property management system for accountable government and contractor held property on a consistent basis. 

This Limited Sources Justification has been posted in accordance with FAR part 8.405-6(a)(2).

The procurement includes the installation and configuration of the Department of Commerce’s Personal Property Management System, CGI Sunflower Asset Management.  In order to comply with existing licensing and support agreements with the proprietary owner, CGI Federal Inc., the Government intends to issue a purchase order on a sole source basis to CGI Federal.This announcement is not a request for competitive quotations.
