GENERAL REQUIREMENTS1.1 BACKGROUND: Naval Facilities Engineering Systems Command(NAVFACENGSYSCOM) is responsible for providing a Maintenance Agreement and continuous upgrades to their existing Physical Security Control System (PSCS). The PSCS was manufactured, customized and a design-build project.
The contract action was not awarded competivitely. A single souce determination was provided that explained why only one souce could provide the government with this need.
The requirement may include a modification(s) to the existing system(s) and any applicable software may be required when equipment becomes outdated or obsolete. The requirement includes maintenance of the integrated security system, encompassing the alarm system, access control system, and surveillance system to meet security standards. The requirement needs annual security alarm maintenance and upgrade services.
