BackgroundVirginia Initiative for Education and Work (VIEW) is a federal, state, and locally funded workforce development program administered by local social services agencies throughout the state of Virginia. The VIEW program assists TANF recipients to reduce or eliminate barriers to workforce training, education and employment. Participants in the program engage in a multitude of screening, assessment and evaluation services.

TANF replaced the Aid to Families with Dependent Children program which had been in effect since 1935 and changed welfare from an entitlement to a time-limited program with the goal of helping families move from welfare to work.  Assembly Bill 1542 (Chapter 270, Statutes of 1997) enacted the CalWORKs program as California’s state-funded TANF program.
