SPSBA and PHEFA have identified a need to establish a standing Bond Counsel Pool to be utilized by Schools to retain Law Firms as Bond Counsel in connection with the issuance of taxable and tax-exempt bonds by SPSBA and PHEFA on an ad hoc basis.
