**UPDATE**ACQUISITION STRATEGYThe Defense Information Technology Contracting Organization (DITCO) will be procuring information technology services for the Defense Information Systems Agency (DISA) Infrastructure Executive’s Technologies Refreshment and Implementation-Global Solutions Management (TRI-GSM) effort.
The Contractor shall execute CDR and subsequent hardware and software development, engineering development model (EDM) and production representative RDP hardware builds, hardware and software integration testing, safety of flight testing, qualification testing, ground/flight testing and support, production ECP preparation and submission, production test equipment updates, and operational test program set (OTPS) development and test.
The prospective source would maintain the CEC hardware and Software Development Environment (SDE) and testing infrastructure and provide requisite facility and security infrastructure to support existing CEC baselines.When available, the prospective source would migrate to a Government-furnished virtual cloud-based ecosystem to enable implementation of agile software development, test, Fleet deployment, and feedback using DEVSECOPS tools and principles.The

Configuration, implementation, validation and cut-over to full production shall be completed within 12-months after contract award. The period of performance for extended warranty support services shall be 36 months after the system is placed into production. The North American Industrial Classification (NAICS) for this effort is 334510. This notification shall close on August 22, 2017.
This includes, but is not limited to: Scalable Advanced Graphics Interface (SAGE) Real Time Software (RTS), visual training environment (terrain databases, moving models, special effects and animation), exercises, scoring, training management, instructional subsystem, and Graphical User Interface (GUI).
These services may include the management and planning of implementation of Engineering changes to meet new requirements for Phoenix; hardware, software and system engineering activities; planning of the procurement of hardware; test plans and procedures, reports and system documentation to plan, develop, implement, and support system integration efforts for the Phoenix terminal program; and research/resolve obsolescence issues with limited or no
