GSA is making changes to the unique entity identifier (UEI) that is used to do business with the federal government. Currently, we use the proprietary D-U-N-S® number as the unique entity identifier for doing business with the government. We are moving to a new, non-proprietary identifier that will be requested in, and assigned by, the System for Award Management (SAM.gov). 

Part 25 also requires applicants to provide a Unique Entity Identifier (UEI) in each application. The issue presented is whether customers seeking or receiving financial products from the Export-Import Bank of the United States (EXIM or EXIM Bank) are considered “recipients” of “Federal financial assistance” under Part 25, and, if so, which parties to an EXIM transaction are considered “recipients” under Part 25.

Contractors will need to obtain a Unique Entity Identifier (formerly DUNS number) for processing their registration. If you do not already have a Unique Entity Identifier, one can be obtained from http://www.SAM.gov. Refer to www.SAM.gov for information formerly found in CCR, EPLS, ORCA and FedReg.

Government supplier database entitled System for Award Management (SAM) with their Unique Entity ID number (UEI#). Registration can be performed online at www.sam.gov. If not already registered, please register as soon as possible since failure to do so may preclude BSA from doing business with your organization.
