Since 1981, the Commission has been located on the University Park campus of The Pennsylvania State University and enters into a service purchase contract annually with the University for administrative and operational benefits and services. In October 1999, the Legislative Budget and Finance Committee conducted a performance audit of the Commission.

The project is located on the University Park campus at the intersection University Drive and College Ave. This project consists of a new entrance road with associated retaining wall, a storm drain line relocation, various yard piping, structure demolition, construction of a new Pretreatment Facility, construction of a BRB/MBR Facility, Administration Building upgrades and new Electrical Buildings.
