Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) seeks to improve the accuracy and uniformity of NHTSA crash data in support of its Electronic Data Transfer (EDT) initiative, through the development and delivery of education for data collectors and data users. Law Enforcement Officers (LEOs) collect crash data at the scene of the crash on a Police Crash Report (PCR).

CRSS is a sample of police reported crashes involving all types of motor vehicles, pedestrians, and cyclists, ranging from property-damage-only crashes to those that result in fatalities.
