The purpose of this Request for Proposal (RFP) is to solicit one or more established providers of evidence-based Tier 3 literacy intervention programs to be used in Montgomery County Public Schools (MCPS) with a focus on one or more of the following: Word Recognition and Spelling, Fluency, Language Comprehension and Vocabulary Development, Reading Comprehension, Handwriting, and/or Writing.

The IR Program is focused on broad vocabulary development and central methodology normalization for AFC employees and broader stakeholders, the Ecosystem Immersion portion will focus only on employee readiness and relationship building. Each of the five Ecosystem Immersion sessions will be held at a different innovation/entrepreneurship hub in Austin to expand the network and interactions for Army Futures Command participants.
In grades K-2, foundational skills are necessary and central components of an effective, comprehensive reading program designed to develop proficient readers with the capacity to comprehend texts across a range of types and disciplines. To address unfinished learning tutors should support students in concepts of print, phonological awareness, phonics, vocabulary development, syntax, and fluency in a logical and transparent progression.
