SCOPE AND BACKGROUND: Through this Request for Proposal (RFP) the Agency of Transportation (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide AOT VTrans a State Highway Access and Work Permit (S.1111) solution. Services include laborers and equipment operators to perform numerous transportation related duties including but not limited to cutting brush and hauling brush, roadway patching, guardrail repair and maintenance, shoveling snow, cleaning trucks and garages, snow plowing, hauling snow and other materials, applying salt and or liquid deicing agents to roadway surfaces on plow routes designated by VTrans using assigned state equipment or the Contractor
