Government intends to establish multiple Blanket Purchase Agreements (BPA) for wireless services and associated hardware within Europe. These agreements will be for recurring and intermittent cellular service and the associated hardware for use within multiple locations throughout Europe. The primary countries in which these services are required are Germany, the Netherlands, Italy, Belgium, Romania, Poland and the United Kingdom.

The order was awarded non-competitively utilizing United States (U.S.) Army Contracting Command-Aberdeen Proving Ground (ACC-APG) Next Generation Wireless Blanket Purchase Agreements (NGW-BPAs).
