To support special education programs and services for young children with disabilities. Specifically, seeking six (6) vendors, across the state, who are geographically based to assist with coordinating transitions for children with disabilities served by Early Intervention (EI) (Part C of IDEA) into public schools' preschool programs (Part B of IDEA). The target maximum number of Contractors is six.

The mission of Delaware’s Birth to Three Early Intervention Program is to enhance the development of infants and toddlers with disabilities and/or developmental delays, and to enhance the capacity of their families to meet the special needs of these young children. This mission has been adopted by both the Interagency Coordinating Council (ICC) and DHSS.
