Amendment #2: The purpose of this amendement is to answer the following questions:Q1. What are the current staffing levels and salary rates?A1. The cafeteria is currently run by AFFES and we are not privy to their salariesQ.2 Is there a breakout of catering sales? monthly or annuallyA.2 Currently there isn’t any catering capabilitiesQ.3 Are the employees willing to stay on?A.3 Unknown, All current employees are employees of AFFESQ.4Why the reduced revenues in 2019 vs 2018?A.4 This was due to the Federal Government FurloughQ.5 Are there any major construction projects that would impact sales?A.5 NoQ.6 Are there any changes in expected population served?A.6 NoQ.7 Are there access restrictions to the cafe? Only certain employees with specific clearance, public? ifconstruction projects any contractors allowed access.A.7 The only personnel that have access to the cafeteria are individuals that are granted access to Edwards AFB. This includes AFB employees/contractors, military families and
military active duty and retirees.Amendment #1: The purpose of this amendement is to answer the following questions:Q1: Is there government provided equipment and refrigeration available for contractor use during the life of the contract?A1: YESQ2: What are the contractor’s responsibilities in regards to equipment and maintenance for this facility?  What are we expected to purchase?A2: The Government has the responsibility to maintain the building insurance coverage on its facilities and fixtures in the cafeteria and will pay for loss destruction and damage to NASA owned fixed assets in the cafeteria.  The contractor may modify or change the food service serving configuration to suit their needs.  The cost of modifications/changes requested by AFRC will be borne by AFRC and modifications requested by the contractor will be borne by the contractor.  Modifications are subject to the AFRC Employee Exchange Council approval.  The contractor may provide additional pieces of equipment deemed desirable or necessary to implement new food programs.The NASA AFRC Exchange is requesting information from qualified and responsible firm for the provision of cafeteria services at the NASA AFRC, Edwards, CA 93523.  While the exchange council is seeking a single supplier to manage and perform cafeteria services, we will consider alternatives that meet the needs of the NASA Exchange. By that time, participants are expected to have accessed EAFB (visit requests are provided to base security), received a NASA AFRC visitors badge and been registered for the visit. At least one and a half hour should be allowed after reaching AFRC for badging and registration. Site visit attendees will be met in the waiting area of Building 4825 and escorted to the conference room location.Each firm shall be limited to three (3) attendees per company. Attendance is limited to United States Citizens only.  Attendees are required to complete all requested information on the NASA AFRC Visit Request Form, AFRC10735 (Attachment 1), and submit to Rosalia Toberman at rosalia.toberman-1@nasa.gov no later than 2:00pm on March 3, 2020.
