SynopsisThis is a Request for Information (RFI).  This is NOT a solicitation for proposals, proposal abstracts, or quotations.  This notice is for MARKET RESEARCH PURPOSES ONLY, and in no way obligates the United States Government (USG) to issue a solicitation or otherwise make a contract award.  This notice is open to all interested parties.The Defense Threat Reduction Agency (DTRA) intends to execute a contract to support the Security and Elimination Department (S&E) objectives to eliminate interdicted weapons of mass destruction (WMD), their delivery systems, and associated commodities and develop an associated training program to build partner capacity to do the same. DTRA is issuing this RFI to determine if there are other qualified sources.BackgroundS&E is pursuing a new mission area utilizing existing authorities for the Cooperative Threat Reduction Directorate (CTR) to assist foreign partners with disposing of interdicted WMD materials. The authority for CTR to conduct this
work under the Global Disposition Determination is not limited in geographic scope or WMD type, and S&E plans to pursue a contract that is flexible enough to provide a global response, regardless of WMD material.Contract ObjectivesUnder this mission area, S&E envisions three lines of effortDirect disposition supportBilateral capacity buildingMultilateral event supportS&E seeks to establish a capacity to support requests from foreign partners to dispose of interdicted WMD-related materials. This may include chemical and biological materials, delivery systems or sub-systems, as well as associated commodities such as propellant chemicals or guidance and navigation system components. The provider should be prepared to rapidly respond internationally to conduct assessments and develop plans to dispose of WMD materials. The provider will need to work with the requesting foreign partner in developing and executing the disposition plans.  S&E also plans to develop training programs for select foreign partners expected to face recurring disposition challenges. The provider will be required to assess capability gaps of foreign partners and develop and deliver a program of instruction that will address the gaps, with a focus on partner sustainability.  Lastly, S&E seeks to support multilateral events hosted by other USG entities, such as the Proliferation Security Initiative, and/or multilateral organizations, such as the Hague Code of Conduct. The provider will be required to provide subject matter expertise to these events in the form of briefings and/or papers, logistics support, to include translation/interpretation support.Response Requirements: The USG invites sources to respond to this RFI that have the capability to meet these parameters and would have an interest to bid on a requirement of similar objectives.  Responses shall be limited to three (3) pages including diagrams.  Pages not included in the total page count are the cover page, the cover letter, and the table of contents.Any and all information submitted in response to this notice is strictly voluntary and in no way obligates the USG to a monetary compensation or otherwise to make a contract award.  The USG will not return any submitted data and information.Submission Instructions:Responses shall be limited to three (3) 8.5 x 11 pages and shall:Confirm source’s ability and interest to meet purpose and objectives provided;Demonstrate the ability to meet the requirements as identified aboveDescribe the organization’s experience managing complex WMD projects/programs and any experience with disposition of WMD and/or non-WMD hazardous materials.Disclaimer and Important Notes:This is a Request for Information.  There is no solicitation available at this time.  Requests for Solicitation and inquiries related to same will not receive a response.  THIS NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY, AND IN NO WAY OBLIGATES THE GOVERNMENT TO ISSUE A SOLICITATION OR OTHERWISE MAKE A CONTRACT AWARD.  Any and all information submitted in response to this synopsis is strictly voluntary.  The Government will not pay for any information submitted in response to this notice and shall become the property of DTRA.  The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate.  Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organizations qualifications to perform the work.  Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.  Confidentiality: No classified or confidential information should be included in your response.  The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).  Any proprietary information should be clearly marked.
